By rewriting mocks -> shadows #36 we got an issue that we cannot replicate
PERMISSION_DENIED_APP_OPbehavior with shadows. ThisPERMISSION_DENIED_APP_OPis used only in API 22 and below. Because the usage of API 21 and 22 is relatively low and it needs extra effort to support it, we decided to bump min SDK version to 23
